It was a store box and freshly opened with a number of people around waiting for legends packs (which were already scarce) so a number of people got into it for packs before someone scooped the remainder realizing what had happened.

(*) Each of them received two rows = 2 good boosters (2×4) + 4 normal boosters

Closest thing I’ve come to strange card allocation in packs was the same common 2x in a Ravnica Tournament Pack (both non-foil). Not exactly spectacular even if Lurking Informant wasn’t half bad if you had the goods to go Dimir mill (unfortunately I didn’t have quite enough of it in that sealed pool).

He was disappointed: it was a box of Fallen Empires and he was looking to replenish the money commons… One of the people listening in confirmed he suddenly had a lot of FE in his binders a while ago.

Knowing him I highly doubt it was a made up story.
